Matters Arising

CC Elections Secretary reported that 7 valid nominations were submitted; therefore the council will proceed without the need for an election. Agreed to co-opt Mr Alec Batchelor to Community Council, Secretary to submit form.

Police Report, secretary outlined reply from P.C. Fraser who is preparing a report which will be sent each month. They will attend meetings as operational duties permit. Noted, secretary raised the problems of traffic speed in Main Street Comrie also the relocation of the “ DomeHawk Camera” in vicinity of Oakley Centre to curb the incidents of vandalism occurring in this area. I would emphasise Facebook is not a vehicle for reporting crime. 101 is the number.

Blair House, Cllr Manekshaw meeting in Fife House regarding the agreement between FC & MRL regarding the reclamation work. MRl is sending letter to inland revenue regarding tax status of the project. Tenders to go out to contractors with work to start beginning of February with some preparatory work in meantime. The site is still suffering a great amount of vandalism.

Skate Park. The Planning Application has been submitted and awaiting a decision. Check with Leane on progress.

Phone Box/Defib. This is now operational and finalising finance with trust

Secretary arranging new door closer fixture.

Cllrs Report. Cllr Stewart reported on the excellent report from Education Scotland on their recent inspection of Inzievar School and nursery. Agreement was made to send letter to Head teacher congratulating teachers, pupils and staff for the efforts in achieving such a high standard.

Housing Department report

Cllr Stewart reported that following a site visit with ward councillors the housing department several actions have been put in place to improve the areas of Erskine Wynd and flats at Sir George Bruce Road.

Mining Memorial. The council are presently investigating possible site for a memorial and information board outlining the Communities history of mining and ironworks. We discussed a possible site near the White Gates at route to cycle path. We would require wider discussion with heritage group and retired miners group to create design and funding sources.

Tenant & Residents association. A meeting will be held in Oakley Club at 7pm on 26th September. A chance to put across your ideas to improve your community.

Secretaries Report.

Longannet Steering Group.

This group meets on a regular basis to discuss progress of the task force charged with mitigating the effects of the closure of the Power Station. The task force has funding from Government to invest in training and premises for industry in the area. The steering group is guided by the C.R.T. and an industry expert in regeneration. A guidance document has been published.

Blair House.

Fife Council has raised action in court in relation to the reinstatement of site. Awaiting action

Comrie Colliery.

The site has finished Coaling and a Quarrying company is removing limestone and carrying out reinstatement and contouring of bings.

Community Futures.

The Community Futures Group met in the community garden last month to discuss the community action plan and what next.

Credit Union. This branch was formed and many new members have opened accounts. Loans are available to new members.

Cllrs Report.

Cllr Clelland and secretary met with owners of stables at Muirs of Kinneddar to investigate the problems experienced by the riders due to speed of traffic on Saline Road. We are working with them to mitigate risks.

Tapioca Group.

This group will meet again soon to plan future programme of work

Treasurers Report, Mr Wright outlined Funds Held on behalf of Tapioca Group, Community Futures, And Council Funds. Noted.


An application made to refurbish War Memorial at Carnock and add names of Oakley members who died in military conflicts.

SeS Plan has been approved by reporters and is now adopted by the six authorities who make up the development plan area.

Remembrance Day.

Secretary laid a wreath at Oakley Church on behalf of Council.

Oakley Club.

This group is experiencing difficult time and will meet soon to give support.

Phone Box.

We hope to adopt the box at white Gates

Waste Management.

Awaiting Strategy report on charging structure on commercial waste,

Community Project Group.

This Group is intending to produce an E Book to encourage tourism in the West Fife Villages. The West Fife Heritage Groups are meeting in Oakley Centre at 2pm on 2nd Dec to work in partnership.

Remembrance Day Service at Carnock Parish Church, Secretary to obtain wreath.

Tapioca Group Met with Council officer to discuss plans to clear burn and pathway.

Blair House Discussion between council and insurers ongoing.

Comrie Colliery, progressing. Events group obtained funding for equipment.

Library Consultation, timeframe extended to December, noted.

Boundaries Review. The commission are at present looking at adjusting ward boundaries and reducing the number of councillors. Submission by this council to maintain the Saline & Steelend within Ward 1 and maintain the number of Councillors.

Community Futures, this group is working with schools and sports hub and community centre and community council to take forward ideas. There are opportunities for groups to make use of school facilities at special rates.

Fife Plan. This plan has been submitted to Scottish Government and a reporter appointed to review the plan.


29 Main Street, Comrie. This application was given delegated consent for a 2 storey dwelling on the footprint of cottage. Permission lasts 3years, noted

West Fife Villages Forum, this group has been reconvened and meets on last Thursday of month at Blairhall centre.

Longannet Power Station. The task force formed to mitigate the effects of closure has convened.;

Fracking. There have been various “drop in events” convened by Ineos to make communities aware of the process. There is at present a moratorium on the process but exploratory drilling is continuing.

UCG. This process was not included in the moratorium but has now been included.

Cllr Stewart informed the council of a demonstration of Hands across the Forth to oppose these processes, noted.

Cllr Clelland outlined the problem of raising awareness by motorists of Horses on roadways. Several members felt that the riders could in many cases mitigate the problem by using lanes and bridleways instead of insisting on rights to use roadways and placing themselves and motorists in danger.

Memories of Mining. A Display of mining memories will take place in Valleyfield Centre on the 28th October.

Finance, Mr Wright outlined the Balances held by council, noted.

Secretary requested funding for travel, stationery, and printing costs of £100 Granted.
